Ursula Engelen-Kefer (1943 - )

Ursula Engelen-Kefer was born on June 20, 1943 in Prag (at that time occupied by the German Reich. After the war the family resettled in Düsseldorf. She studied economics at the University of Cologne where she completed a doctorate in 1970. She married the journalist, Klaus Engelen in 1967. The couple would have two children. After her university studies she and her husband became journalists in New York where she reported on economic and social problems. Later she returned to Germany to work as a researcher for the Deutsche Gewerkschaftsbund (German federation of labor unions). She joind the SPD political party in 1972. She was assigned to the Bundesanstalt für Arbeit (Federal Labor agency) as a representative of the labor unions. She has been a member of a number of working groups in the European Union. She became a member of the board of directors of the SPD political party in 1986. In 1984 she became the vice-president of the Bundesanstalt für Arbeit where she played a significant role in the formation of labor policy. In 1990 she became the vice-president of the Deutsche Gewerkschaftsbund (DGB) (German Federation of Labor Unions).  In that role she has been a champion of workers’ rights and the maintenance of programs of social security. In 1997 she was awarded the Bundesverdienstkreuz Erster Klasse (national service award).

Ursula Engelen-Kefer. Am 20. Juni 1943 in Prag geboren, schloß sie 1967 ihr Studium der Volkswirtschaftslehre mit einer Dissertation über Arbeitsmarktprobleme in den USA ab. Anschließend lebte sie in New York, von wo sie auch als freie Journalistin über Wirtschafts- und Sozialprobleme berichtete. 1970 trat Ursula Engelen-Kefer in die HBV ein. Nachdem sie bereits einige Jahre im Wirtschafts- und sozialwissenschaftlichen Institut des DGB tätig war, wechselte sie 1974 als Referatsleiterin für Internationale Sozialpolitik in den DGB-Bundesvorstand. Etwa zur gleichen Zeit brach sie auch zu Europäischen Ufern auf: Sie arbeitete in verschieden Gremien der Europäischen Gemeinschaft, seit 1978 vor allem als Mitglied des Wirtschafts- und Sozialausschusses der EU. Seit 1978 arbeitete sie auch im Vorstand der Bundesanstalt für Arbeit, deren Vizepräsidentin sie 1984 wurde. Auf dem 15. Ordentlichen Bundeskongreß in Berlin wurde Ursula Engelen-Kefer mit 437 Stimmen (75,7 Prozent) als stellvertretende DGB-Vorsitzende in ihrem Amt bestätigt. Arbeitsmarktpolitik, nationale und internationale Sozialpolitik, Frauenpolitik, Arbeits-, Sozial- und Mitbestimmungsrecht sowie der Rechtsschutz umfaßt ihr Aufgabengebiet. Sie ist im In- und Ausland als kompetente und engagierte Expertin gefragt.
